Account merging.
I had God Pack on Xbox and my account successfully merged with my PC account(which was new). All masteries, skins, gems and favor transferred but I only have starter gods unlocked?
I couldn't find anything in FAQ but does God Pack not transfer with account merging?

it should. everything you have on xbox/pc should be transfered to pc/xbox

It should transfer I think you should contact their support.
