how do i gift gems?

Apparently you can do it through the HiRez site, but I would say it's better to just give them money to do it themselves. Or whilst they are logged in, use your payment information on their account.

Alternatively, if they have the steam version of the game, gift them money through steam, and they can use the Steam wallet to buy gems.

Yep, best bets are gifting money directly through Steam, or using the gift function on smitegame.com

I've been gifted gems before. You'll need to go to the smite website and then buy gems, you should have an option to gift gems there
