She is a fantastic solo laner tho
Change is not really a frontline God so you can technically play her as a backline Support who heals team-members and peels from her teammates with her ult. Problem is her ult is the only peel she has and her sustain is not good enough if you build her supertanky. But if you play Support you need to build tanky because peeling also means bodyblocking shots or being the one who takes the tower or phoenix hits for your team. At the same time you need to have good enough healing which requires Magic Power or healing items.
In other words if you can figure out a good hybrid tanky build where you get enough Magical Power to make your healing good without sacrificing tankiness, then you can do it. But only if your solo laner is a frontline tank. So far I don't think theres good enough items for Chang'e to be an effective Support, either your sustain or your tankiness is going to suck.
Compare to Sylvanus who is a backline support tank/healer hybrid. He's naturally tanky enough, he has 3 peels, a team buff and heal and his ult can initiate with blink. You can just buy all the aura items on him with some cooldown and you're viable support. He ticks all the checkboxes.
