Just to be clear, he is a boy who is super young and therefore has a child's voice (which kinda sounds feminine), but it all fits with his lore which even specifies that he also looked very feminine.

Long story short, he's a boy. He's also very young, which makes his voice sound high pitched and feminine. plus his Fire Lord skin and title of 'Prince' ouright proves he's a male.
