So after a lot of Matches with, as and against Tiamat.
I honestly gotta say that she is mostly balanced contrary to what most people say, tho there is one thing that is glaring issue in this design that has been toned down and/or removed from other gods.

Before i start this, this is not some heated discussion or rant (or maybe it is if i miss understand the definition of a rant) but a analyzis of a God i dearly love since she ticks all my boxes generously.
Now lets start

Prime Example here is Zhong Kui and Sobek.
Zhong Kui in his very early beginning was able to recieve a total of 60 (120 in his ultimate) protections as well as sobek back then not getting more protections per level on his passive, but straight out the full value.
Both of these have been significantly deminished at least in their early game, due to the fact that they have been able to become way to tanky way to early.
This case here is the same with Tiamat, tho it is a much bigger issue, due to the fact that she recieves 60% dmg reduction with almost no effort and can sustain way to easily in lane due to her ranged passive.
If we combine all these with her overall capabilities of being save to the degree of being absolutely undesireable to gank, we have a huge issue at hand, considering that he weak phase is supposed to be her early game (which in all honestly is not true since her first 3 levels slap super hard).
If Zhong Kui is was back then to tanky with 120 prots and even to this day, then a 60% damage reduction is more than just excessive, which i have also found out that she takes less damage in game than full protection gods in some cases, even tho Tiamat has none at all, which is not fine in the slightest.
Now i know some people will not like the idea of an amazing God being nerfed, tho i think it is safe to say that majority can aggree on the fact, that the facts alone laid down on the table (plus we can all check my claim rn on the jungle practice or in a quick custom game with a friend) that tiamat might not only be the best tank in smite, but also one of the higher damage mages which in this fact is fine, due to the damage not being 100% easy to apply and it takes effort.
My personel suggestion which i am sure there are better ones out there, is to reduce Tiamats overall reduction by 20% and give her 1% more reduction for each level and reduce the overall shield maximum to 1000, which in all honesty 20% damage reduction is still a LOT in the early game at level 2/3/4 and it will later give you a 40% damage reduction which, given her entire kit, is still insanely good. The max shield reduction is due to the lower damage reduction consecuentually making the shield last longer than it does right now, while i do not know the exact number, i would assume that it still would last about as long if not a small bit longer.
This is about it with my suggestions really, yup thats it, i personally can not see huge glaring issues otherwise with her tbh.

The only thing about her I really dont like is her minions.

Late game you can kill a pheonix with just those things. You just plop it down in your pheonix and let them just walk down the lane. If the enemy team doesn't stop them (which late game they are probably busy team fighting so they can't) You'll end up taking towers without even being there. They totally counter fire minions too.

Honestly everything else about her is fine they just need to give those minions a range limit. Letting them walk down the lane forever from damn near your base is just broken late game because you can take towers easily without ever being there and that shouldn't be a thing.

I thought that too till one game where she took two of our phoenix's down with just the minions while the team was fighting. First one they got while we fought over fire giant, next one she took out while we tried to push up the lane with the down phoenix. Literally won them the game with just her minions.

I agree her passive defense is ridiculous but at least she cant take towers on the other side of the map without ever going there with it.

As i said i do not disagree with your stance, it is more that i feel like that this has a fairly simple solution, where as her tankiness is a bit more problematic since it is something that break her from start to finish!
