he is a glas cannon with less range then most other mages and no real escape besides his ult
There is a reason why this game is unbalanced to begin with, because this part has already been put into application for a long time, and unfortunately, noobs who can't even play this game right have the loudest voices. It's why balanced gods like Susano got overbuffed needlessly at the beginning of Season 4, why Cu Chulainn got a ♥♥♥♥♥♥♥ BUFF, why Scylla also got a buff a long time ago, why Daji got overbuffed, etc.
You might not care about SPL (I don't either), but that is where the competetive part of the game is. If they aren't balanced, what's the point in having tournaments? So they focus based on that, meaning it is a good indicator of what is strong and what isn't (at least in the competetive players mind).
All parts of the community are considered, I seem to remember a previous patch notes saying that certain gods have done too well in Casuals and have recieved nerfs, or not picked enough in Casuals and got buffs.
He Bo has very low health (possibly lowest in Mages or close to it). You don't need to do a lot of damage, especially not compared to other characters. If you main tank, apart from the lower damage dealing ones (typically Sylvanus, Khepri etc), you should still be able to do a lot of damage to him, maybe not enough to kill him if you are playing full tank/support, but enough to make him need to back (or get picked off by your assassin, mage, or hunter depending on team comp).
TBH, there is much more individual counterplay to He Bo compared to gods like Ao Kuang.
1. if he buys fast bancroft early game will be ez but late or even mid game will be lost to most phys gods (breastplate and sh-t won't help, need health)
2. if he buys warlock's sash he won't be even able to one shot creep wave with 1, and in late game he still will be countered with 1 any defense item (bulwark/pestilence vs bancroft)
3. if he can't kite enemy with scroll and either can't one shot enemy with 3+1+4 combo, loses too
But the other 2 damaging abilities put him much closer to the enemy. His ult would put him out of position too, making him fairly easy to deal with if he misses (or if there are other people around to punish him for it).
