depends on how you play.
Just ponder... Movement, Cooldown, penetration and lifesteal.
You can get by with more of one to compensate for the other depending on how you play.
You can build pure movement to more easily go in and out of battle. Boots, ring and even Rod as all those items have 60+ magic power it compensates for reduced penetration items.
You can build cooldown which also goes in conjuction with lifesteal(when using soulgem, love soulgem) Stone of Fal gives 40magic protection 70!!power and 10% cooldown... many underestimate its use beyond its passive.
You can build like a damage guardian... compensating phys damage for power items that give HP as Phys def items dont give power for mages... boots, Stone of Fal, gem of isolation, soul gem ect...
Many gods dont need boots... At most boots give 40power.. You can get twice that with rings, stack two rings like Shaman and anyother and youll match movement with alot more power to show for it.... this can esspecially work with guardians like kuzembo(4star) who thrives with shaman ring.
Best of luck,
