Also, anti heal! People seldom buy anti heal for lifesteal/minor heals. But they all add up.
BTW, countering Arthur is easy.
1) Don't overextend and only engage him when you are near your tower. Arthur deals sustained damage over time, and in most cases can win a 1v1 fight if he exhausts his entire kit from both stances. If you are getting killed by him, then it must be due to your lack of respect for his damage.
2) Gank Arthur in lane. Any jungler can easily chasedown, and with your help, cc lock Arthur into oblivion.

TC is asking for advice not to get overwhelmed by Arthur, not feed. With Arthur, you need to accept that he will win lane and every 1v1, and that if there is a considerable distance between you and your tower, he will do a crap ton of damage. Proxy farming will get you heavily punished by Arthur, and most likely killed if anyone on his team rotates.
The best advice is to adopt the same strategy as solo Loki players; stay under tower, use abilities, and auto when necessary. You don't lose that much gold and exp from the tower hitting minions. Trust me, I frequently have, matches when each wave gets pushed under my opponent's tower, and at most I get 2 levels ahead.
Trying to 1v1 Arthur is not a good idea and you may want to highly consider these are other options. Granted what I suggested may mean you have to grow a pair, but it can work a lot in lower skilled games where enemy communication and map awareness is not that high.
This also will cause massive distractions and a massive waste of the enemy teams time. Even if it is just your enemy's solo lane you are proxy farming anyone coming to get you is going so far out of their way to do it that they are not getting farm and gold during their route to you and quite possibly to their route back to normal after you teleport away should it get that bad. If Arthur wants to chase after you himself then just start the Benny Hill music and ask your jungle for assistance as you lead him into a choke point.
Now that is not to say do not defend the tower at all but there are other things that can be done.
Hide under tower and stall until you can clear a wave with 1 or 2 abilities (usually around level 7). Do not fight him, let him roam, call missing, and alert your jungler to rotate when he tries to invade blue. Its as simple as that.
Falling behind a level or 2 is inconsequential when Arthur's teamfight capabilities are garbage and rotations in general are weaker in S5 (especially if you ward). SMITE isn't a complicated MOBA; the devs went out their way to eliminate decision making, or rather give players a lot of leniency.
If you are really committed towards laning against him, then early game, position yourself so that Arthur has to choose between hitting you or your minion wave with his blue/red 1, which is his main damaging tool. Arthur's abilities have either short range (his dashes and red 1) or short width (blue 1); take advantage of that. Most Arthur players will elect to use their abilities on you, which is fine because then he will lack the tools to clear the wave for more than 10 seconds giving you time to push your wave. Buy pots to sustain longer. If Arthur elects to clear the wave before hitting you....PUNISH him; anytime that his blue 1 is not up, you should be aggroing the hell out of him even if it means that you ignore his minions.
Solo lane isn't about constant brawling, its about clearing and pressuring the enemy by clearing faster, some solo lane gods dont even try to fight, they just clear and back off. They're chosen for solo because they stay alive by themselves even under heavy pressure and later in the game add a lot of utility, frontline presence and teamfight ability for the whole team.
Playing from behind is relatively simple since you only focus on clearing and NOT DYING. the only occasion where you absolutely need the help of your team is if the enemy is freezing the lane. Otherwise you're expected to stay alive all by yourself for long periods of time, thats why its called the Solo lane. Solo laners whining how "Junglers aren't helping me kill the enemy solo laner" don't understand their own role in the solo lane. Its not Junglers job to make sure you stay alive in Solo, its your job. They can help but you have to learn to play without them if necessary.
TL;DR focus on staying alive and clearing. As long as you don't feed, its not the end of the world if you get outpressured. Unless you play Arthur of course, then youre screwed because your teamfighting sucks.
