Performance Issues
Let me start off by saying I do have a toaster. It's nearly 13 years old and it wasn't particularly good when it was brand new, but it did above and beyond the call of duty when it came to a lot of games that I wanted to play and even better to stick with me over the past decade.

Windows 7 Ultimate SP1 x64
CPU: AMD Phenom II X3 710
Ram: 4 GB DDR2
GPU: AMD Radeon HD 6670

It's a ♥♥♥♥♥♥♥, sure, however I have been playing Smite on and off for quite some time now, ever since its supposed beta when either Anhur or Sobek were the new releases and the game worked perfectly fine on a smooth 60+ over those years. The problems started last year, I believe with either the start of season 5 or the implementation of easy anti-cheat. The game simply refuses to run at a stable framerate. It starts off every match fluctuating in between 40 to 58 and when the actual fights begin it drops to oscillating between 30 to 45 and this is an issue present in every game mode and regardless of whatever I've attempted.

What I've tried:
-Turning off all settings to minimum
-Forcing resolution to 800x600
-Reducing rendering quality
-DX9 and DX11 modes
-Capping the framerate going from 60 to 30(Even at 30 it drops)
-32 bit and 64 bit clients
-Cleaning out my PC and replacing thermal paste and making sure airflow and ventilation was good
-Turning off specific graphics settings in BattleSystemSettings
-Eventually giving up and trying LowSpecGamer's super potato config settings which strip the game down to its bare minimum of visuals
-Vsync Off/On
-Ragdolls Off/On
-3D targeters off/on, trying any combination of line/ground targeter settings
-HUD tweaks like turning off useless elements like the "Press left ctrl to use the cursor", the recently bought items/upgraded skills popup, resizing the text for kills and surrender, minimap, etc.

Nothing made the slightest bit of impact which is mindboggling because it's a Hi-rez game and I distinctly remember the slightest of minor tweaks to Global Agenda and Tribes Ascend giving quite the FPS boost. What do I do? Did I miss a "Run like trash" setting in the options somewhere? Is there a crucial performance tweak I did not happen to come across?
And I forgot to mention the game runs the same regardless of whether or not it's on all minimum or all maximum

So you did everything hmm well try one more time with:

Vsync: OFF
World detail: minimum.
Shadows: low
Particles: low or medium.
Resolution scale: 100% no more.

32 bits mode and only directx9.

If that doesn't increase the performance (including the realtek issue) then go to your AMD catalyst control center and check if SMITE doesnt have V-SYNC on by default.

Finally, rollback GPU drivers, install those in the original AMD CD that came with your graphics card, or google "best driver for HD6670" and try some, to remove the current drivers use the Guru3d utility called DDU display driver unninstaller.
Didn't work, but I just had a revalation that the one thing I didn't try was change from Fullscreen to borderless or windowed.
And what do you know, it's actually working much better now. A few framerate dips during team fights but it's in the range of 50-60 and not 30-60, so it's much better now. Changes to the .inis seem to work now so I'll try tinkering with particle effects and if that doesn't work, I'll just cap it to 45-50. Keeping the thread up in case this helps someone until someone decides to delete it.
