my suggestion is to not use a full damage build. you may think it's a good idea at first and at the start it may be but then you will be dying so fast that you won't even be able to use even your ult fast enough to save your life. it's because his abilities take some time to apply which the enemies can know when they are coming and when to avoid them so it makes it extra hard to stick to an enemy that can melt you down without any defence. it might work some times but if you go up against experienced people you will suffer.

half tank on the other hand is pretty awesome. you are tanky enough to survive huge bursts but you are also damaging enough to run someone down. get 3 defence items of your choice with preferably a mantle of discord somewhere in there, ethereal staff, rod of tahuti and whatever else you might think is nice like some pen item or gem of isolation or maybe bancroft's. of course cooldown is always nice and if you can get it through your defence items it will be great. as for the order there isn't one, you should use your judgement depending on the situation you are in at the time. staff of myrddin might also be nice but haven't tried it on him yet to see how it feels.

there are also the hybrid defence/damage items but honestly i don't really like them (for jormungandr other than void stone and even then i would prefer something with cdr on it.

Staff of Myrddin is only going to be useful if you are being aggressive with your ultimate. If you are using it primarily for escapes, it won't be worth it.

if they still want to go full damage then they are probably gonna be using it to attack because it would be a bad idea to use it in the middle of fight for escape due to the time it takes to start. i mean you can still escape if you get attacked by one or two people if you get it off fast enough but it will be dangerous during fights.

The best damage build for Jormun is no damage.

Build him tank and cooldown and you'll net kills far more often
