Godslayer Ares or just limited skins in general
How do these work? Are they forever and permanently gone if you missed them?

in general yes. but some skins are just event based. when the event comes again is there a good chance to get one of them in a limited time chest

You're talking about exclusive skins. Limited skins are gone permanently after their event ends.
The only way to get those skins after this is by donating a couple hundred bucks during a specific charity event.
