People do tend to build things like Polynomicon on him along with a at least 1 other damage item (most common one I've seen was Gem of Isolation).
He is basically another mage + can support.
Keep in mind that his 1 + 2 are close range abilities. So try to keep your distence.
Poke him out where you can, while he is using 3 he can't move. So if his health is low(ish) before he uses it you can probably focus on him then.
Also keep in mind if there are no minions around he NEEDS you to hit him in order to get a stun with the 2 (which is longer than the 1).
Try to get a lead early because his 1 + 2 don't deal as much damage (and 2 doesn't stun as long). These abilities are mostly single target (as long as your team doesn't clump up, which is rarely good anyway, you shouldn't worry too much about him).
His 3, as mentioned, leaves him easy to hit. Early game he won't have much protections so he can be punished for trying to use it.
When he gets ult be careful if you don't have a leap. Dashing can still help if you manage to not get it slammed into your face.
If he got blink first item, he will be able to confirm the ult a lot easier. HOWEVER your support will likely not be targeted so when he blinks and focuses the squishies your support could try cc cabrakans teammates.
This is still relatively early game so he likely won't be able to 100 to 0 you (unless you let him :P).
Keep in mind that carbakan CAN do decent damage without building much damage. Personally if you build ANY protections I find my damage falls off A LOT.
Will still be able to confirm low health targets, however, which brings me to my next point.
Cabrakans damage should NOT be underestimated.
He is a bit like Kumbha, in the regard he can likely 1v1 you if you aren't tanky.
His protections (which he is likely building) will mean you can't burst him down as easily as he can you. SO keep your distence and if you are not full health watch for him trying to burst you down.
Personally I am finding Kumbha to be a bit stronger in joust, because while he can't do quite as much damage. He does have more that he brings to the table.
Overall his CC lasts longer (making it easier for teammates to follow up).
Being longer range (minion throw rocks!).
And one of the most annoying ults to be on the recieving end of.
There is NOTHING you can do when he gets you in the air. So hope you got an aphro on your team who is linked with you. :P
Anyways, I find both these gods great supports in 3v3 scenarios but want to remind you the game is balanced around conquest.
Another piece of advice is to play cabrakan yourself, it really opens your eyes to what 'counters' him and makes his job a lot harder.
Oh also he has no cc immunity on ult, and ussually doesn't get beads. And his 3 is canceled if cced so overall, cc is pretty good against him. (Tho it is good against everyone xD).
TL;DR
Abuse his shorter range, weaker early game and more single target cc (excluding the 3, which does root him).
Also give him a shot yourself, very good for learning what cabrakan players don't like.
