Early on in the game she has the damage to kill squishy carries that can't yet match her damage, later on in the game her cats die too easily to those carries' damage, but they are good at tanking tower/phoenix shots so she can get damage on those objectives combined with her mobility. This combination actually makes her quite good in Ranked Conquest, at least at most of the lower levels where people aren't experienced enough to communicate well to shut her down. Upper levels though (especially SPL/Pro levels where most people are getting their tier list info from) she isn't as good because a properly organized and communicating team can shut her down better.
In other modes, she can do some of the same type of stuff in Clash and Joust with harassing carries early then using her cats to draw aggro from objectives later, but with fewer lanes and smaller maps it's easier to focus her a bit more, so it takes even less coordination to counter her than in Conquest. Siege's large map helps her a bit more and Assassins are a meta-class for Siege even, but otherwise she suffers, like most Assassins in non-Conquest modes, from simpler maps making her easier to spot out and shut down.
So if you find her a bit lacking elsewhere, you might want to look at adjusting your build to focus a bit more on objectives perhaps? Would you care to post your build here for us to discuss and suggest alternatives? I'll try to keep people from giving you too hard of a time if they dislike it.
I'd suggest swapping Void Shield for Hydra's Lament to get some more power build-up and CDR, especially since they nerfed Void Shield a few patches ago so that it isn't so OP that even Assassins should build it anymore; it's back to being more of a Warrior item. You could also try out The Crusher, though its passive isn't quite as useful when you could just have straight CDR from Hydra's... If you are looking for a magical protections item for Bastet you could try Ancille as well.
In the end, something like Warrior Tabi, Jotunn's Wrath, Brawler's Beat Stick, Hydra's Lament, Titan's Bane, and Shifter's Shield (or Ancille if magical damage is the bigger problem) is something I'd recommend, though the physical protections from Shifter's Shield will be more helpful against the physical damage from towers and phoenixes...
Anyone else with more experience with Bastet have any other suggestions?

Bastet is the best split pusher in the game. She's very viable in Conquest.
She's not all that special in assault but she's decent in conquest.
