Have you tried the high res patch or The fallout restoration project 2.2?

Then only install the high resolution patch. Just make sure you get the restoration project when you are done. It adds a lot more (1/3ish possibly a little more) content to the game that the developers didnt have time to finish and fixes literaly thousands of bugs. Keep in mind you also will not be able to get the best "Good" ending in the original because the code for it is messed up.
