Curtis Not Next to Cassidy's Bar

I found Nixon but I can't give it to Curtis because he's not standing next to the bar. I tried waiting a day in the Vault City courtyard and he still isn't there.

EDIT: I guess it doesn't really matter now, because I got a wrench for the car parts for Smithy from a locker in Redding.
