Report a translation problem
Very uncertain here, but you get those issues if your save file doesn't match the version of fallout you're running. My best bet was steam was re-patching the executable back to the steam version, but I tried making a second copy and reinstalling the unofficial patch there. It didn't work, but I might have messed up my reinstall or something.
My save worked for a day or two, but this is the second or third time I've been down this road. :)
i've been playing for a couple of hours now and the game just works flawlessly i can save and load whenever, hopefully this helps others :)

How would I go about making it particularly for fallout 2?
your saves should be in SteamLibrary>steamapps>common>Fallout 2
It resets all NPC's, items and companions in each area you've been to, however you will still have your items, car, completed quests, etc.
