Hello!
I'm sorry to hear that Fallout 2 is not working for you. I first want to make sure that you do not have any mods installed, they have a weird way of messing with the game. If that is not the cause of the problem, please try to run the .exe for the game in compatibility mode. You can do this by:
Right clicking the .exe and clicking Properties.
Click on the Compatibility tab.
Check the "Run this program in different compatibility"
Try several different modes by clicking the drop down menu.
Also, I want you to try to change the resolution of the game. You can do this by right clicking the .exe and going to Properties. Now navigate to the Compatibility tab (just like before) and click the "Change resolution to 640 x 280".
Please let me know if this resolves the issue!
I did solve this problem doing these steps:
1) going to game data folder \steamapps\common\fallout 2\
2) running f2_res_Config.exe on game folder
3) clicking 'Manually Edit Config'
4) on [input] section, changing ALT_MOUSE_INPUT to 1 (ALT_MOUSE_INPUT=1)
5) save and close config file
6) running game

I fixed my problem by following this:
In ddraw.ini, in the [input] section, change BackgroundKeyboard to 1 and see if that fixes the error. If it doesn't change BackgroundMouse to 1 too.
ddraw.ini is in steam folder where fallout is installed.
Open it with notepad and change the values. BackgroundMouse to 1 did it for me.
This worked for me, as long as I run it straight from the application, and not from steam. Thanks!!
1) Don't install game in progam files directory - install in C:/fallout2 for example.
2) If you used old CD with fallout 2 to install it you won't have ddraw.ini.
3) Patch your game from 1.0 to 1.02 - download "f2v102eu patch" (if you got patched version than don't bother about this step)
4) Patch the game with high resolution pack - download patch,extract it in folder with your fallout2.exe file(you need
Fallout2_High_Resolution_Patch_4.1.7.exe )
5) open "manually edit config" inside patch program (f2_res_Config.exe)and change ALT_MOUSE_INPUT=0 to ALT_MOUSE_INPUT=1 value,than
click enable patch and click done.
6)enjoy ;)
