Are 'Gain' Perks Worth Taking?
There are seven of them. One for each stat in SPECIAL. Two of them, Endurance and Agility, are the only way to increase those stats in the vanilla game. In the Restoration Project, you can increase Agility at the EPA.

According to the Nearly Ultimate Fallout 2 guide, Gain Charisma is better than Magnetic Personality if your current Charisma level is odd. According to that same site, Gain Intelligence is only worth taking if your Intelligence is already at 9, but it's not high priority if you are at 7 or 8. Gain Luck is only good if you take Sniper according to the guide. You can already increase Strength by 5 points without Gain Strength. Mentats are better instead of Gain Perception according to the guide. And Gain Endurance is useless if your current value is even according to the guide.

Most players tend to tackle the oil rig by level 24 after they've taken Sniper or Slayer. But other players tend to level grind, which I'm sure they would need to do if they take some of these Gain perks.

But other than what the guide says, are these perks even worth taking? How many people here actually take them? Is there any point?

Unless your one of the people that are either grinding themselves to high level or exploring the map after you kill the enclave. Then you have all the extra perks you want.

You gotta keep in mind that in the three original Fallouts, you were able to save your perk points upon level ups and use them for later. It's a valid strategy to save up your perk points up until level 12, and spend those points into things like Life Giver, Action Boy, and the topic of this discussion - Gain perks.

Depends.

If your Agility is an odd number, raising it to an even number gets you another Action Point.
If your Charisma is an odd number raising it to an even number gets you another party member slot.

I believe he’s mistaken.
Not 100% sure, mind you.

You gain a perk every 3 levels.
When you get a new perk you don’t have to choose one right away, so you can think about it for a bit. Every time you open the character screen you get another chance to pick a perk if you didn’t pick one last time you opened it.

However, should you gain another 3 levels before deciding (like reaching level 6 before choosing your 1st perk) I’m pretty sure you forfeit the previous perk. Again, not 100% sure.

With the Skilled Trait you get a perk every 4 levels instead, but new perk tiers still unlock every 3 levels like usual. So in that case it might make sense to wait a little, but using the Skilled Trait is a bad idea to begin with.

If you use drugs/chems to temporarily raise your stats you may qualify for better perks than you normally would. I think you have to use the drugs/chems before the first time you open the character sheet after levelling up (not before gaining the level mind you, long as you haven’t opened the character sheet you still have time to take drugs for better perks.)

Possibly,
Luck is useful for the Sniper Perk. The best ranged weapon Perk in the game.

Thought that Perk won’t be available until level 24 (depending on how many side quests you skip, it’s possible to finish the game before even reaching level 24).

Luck also increases the chance to find the special random encounters. The funny ones like Café of Broken Dreams and the Monty Python Bridgekeeper.

By pressing the big, shiny, jolly, candy-like button that says 'Cancel', which will close the 'pick a perk' screen and lets you save the perk for later.

The 'pick a perk' screen will open everytime you open up your character screen, so that you can spend your saved up perk points whenever you want.

I'm not sure where did you hear about such info, as it's very unlikely that you're pulling that out of your own experience with the game, but that's simply not true. You never 'forfeit' your perk points you've gained no matter what.

Heck, Tactics even added a UI function to open up 'pick a perk' screen you've closed in case you reconsidered and don't want to close up your character screen and open it up again.

If you wanna put it that way, every single skill points and perks you've spend during the playthrough up until the very end would be a waste.

I personally would recommend the stat boosters from the BOS medical lab, the perks could be better used elsewhere

I've never once taken a SPECIAL perk simply because I don't see the point. Gifted gives you more than enough,

Those perks are not worth it. They are not that bad, but there are just not enough perk slots for them to fit. Action Boy is better than gaining Agility, Bonus Move even more so, and many of the other stats are not really worth it.
With Gifted, you will have enough stats points for anything you need.
