I guess you want to get rid of it. You'll have to use some cheating solution, i.e. a save/character editor.
Or, conversely, don't kill children. I know I use to get that perk when Sulik would randomly go beserk in a fight and start murdering everything within a twenty foot radius of a conflict...
Killed Tubby in Den once - Sulik off the bat ran outside and killed the kids out front while I fought the three guys inside.

Nice necro. But child killer is in the base game, the restoration project only adds the original cut picture that black isle decided to not put in the game because they figured it went too far (vault boy kicking a pregnant woman in the gut).
