Is high speech + low int possible?
I always wondered if my character would get all the benefits of high charisma/speech while only being able to grunt his/her way through conversations. Is this possible, or does low int completely nullify the effects of being a high speech character?

I really think speach only effects the ability to lie or convince a NPC character of something, if you don't have the INT to have a decent conversation then I doubt it'll help at all.

Low intelligence means your character is not educated enough to understand anything NPCs are saying to them, so Speech becomes void when you already can't form coherent sentences.

I may be wrong on this, but I'm sure that the low intelligence causes your character to be unable to communicate properly with anyone, regardless of Charisma level. I know that very low intelligence causes you to become a complete moron, but I have never tried it with a high Charisma level. But if your vocabulary consists mainly of whoops and grunts, high Charisma levels wouldn't be very helpful anyway.

DONALD Trump, yeah… Speech and low intelligence can only be mixed with an "IN <= 3" character under the effects of Mentats to increase Intelligence to around 5. That's because the drug gives a bonus to the statistic.
