funny. i ran into him accidentally by exploring for an hour after starting the game. he's at the den at the slaver guild, if you have a radio then you can free him too

ok ya they are right, so basicly you go to the den then go to the east side and you better have 1000 dollers then you go to the slavers guild building wich is east of the fraveyard then you ask about vic then you buy him and ask the gaurds to open the door to vics room then you have him
