Bozar and Vindicator minigun shred right through their armour so I would have to say yes, personally I like gauss weapons better.

I prefer the Gatling Laser, much better damage per bullet and guaranted crits with the right build.
This build becomes alot better with the Sniper perk at level 24. This perk applies to all ranged weapons, but requires a high Perception and Agility, and a Small Guns Skill of at least 80% to qualify. Once you have the Sniper perk it relies on your Luck stat for increased crit chance (Luck x 10%).
Once you get to that point in your build, just take a High Fire Rate based Weapon such as a P90, a Gatling Laser Gun or Avenger Minigun. The crits are applied induvidualy to each bullet and crits bybass armor resistance and DT.

Once you get to level 18, either keep the P90 (get two in both of your slots) or get an avenger minigun. They are hella powerful in Burst mode. Always charge your ennemies, go in Burst mode for maximum damage.

Just do some non violent quest, get infinite money thanks to gambling, go to New reno and become a Made Men at the Salvadores get a minigun or just get a electronic lockpics from Alderon basement and go to the Toxic cave get the Bozar and the Combat Armor mk 2. Genocide Klamath for some Xp, kill bounty hunters for even more xp and get strong.
Edit : You need a minigun or a Rocket Launcher against that robot in the toxic cave tho
Quick note, choose your weapon of choice at level 24, before that stick to the Bozar and the H&K G11E
The Avenger with it's ammo modifier of +35% DR (+11% from reduced Armour DR for a total of +46%) that does still apply to crits, means it falls short of the Vindicator's ammo modifier of -10% DR (+11% reduced Armour DR for a total of 1% which when rounded down results in 0 damage reduction). There is also a -5% reduction to AC modifers to consider for The Vindicator also, giving individual bullets a greater chance to land and decreasing the min-max damage variance of each attack. Although I will concede that The Avenger is the vastly cheaper alternative of the two to fire.
It is also useful information for the original poster to know that any secondary targets hit by burst fire will not be affected by any crit modifiers. So if you're hoping to hose down a large group of enclave with a single attack the Avenger will be near useless.
Big Guns with lots of burst fire is a way to go. They almost never miss, and are absolutely devastating with the critical hit.
If you can guarantee crits on your Rockets then both Explosive and Armour Piercing Rockets will function the same and on average will one-shot Enclave Soldiers, though the variance is high and it still may require a second crit shot to finish. For non-crit rockets versus Enclave you'll need on average 4 Armour Piercing Rockets to take down a group, assuming you're splashing every target with every rocket, but in the worst case each non-crit rocket will be doing very minimal damage. Also note that AP Rockets have a smaller blast radius than the Explosive variant.
This strategy versus Enclave is not viable unless exclusively combined with a crit build and is still very weight intensive even in the best case.
By the end of the game you have tons of cells for your Gatling Laser, just did some test with my build and a save editor with some Enclave Troopers. All dead and no damage taken.
Yes the Vindicator is really damn good, but the ammo is rare and expensive.

Nerd Commando pretty much summed that the best way to enjoy the damage output is with high fire rate damage weapon.
But see, the Fallout games give you many possibilities to play them. I prefer laser and small weapons but also keep big guns at a high level to be able to use the rocket launcher and heavy machine guns (which I found a lot more useful in FA 1) in the late game. Anyway, I tried all weapons I was carrying with me against those enclave guys.
I had no special critical hit bonus (I prefer upgrades that enhance my xp and ability points per level and give me more status, action and moving points), and I had small guns and laser guns at 200%, but big guns at above 100% too. However, the only weapon that could really hurt the enclave soldiers was the pulse rifle. Some of them I killed with one hit, most of them with 2 hits. But ANY other weapon just seemed to scratch their armours. The vindicator (which is a laser gun) was a joke. Only the rocket launcher was a good alternative in certain situations. So I'm not sure why many people here say that miniguns and such are better. High fire rate and critical hit bonus makes sense, yea. But I caused lots of critical hits with targeted pulse rifle shots, and non critical hit attacks with any weapon with high fire rate were totally useless against the enclave armours.
Generally, the eyes of all enemies are UNARMED. (Even thogh the look of the enclave armour makes you think that the faces are shielded). So when targeting the eyes, you can use any weapon you like, and laser guns cause the most damage when targeting.
There is also a good small pulse pistol you may use before you find a rifle. Its targeted shots take only 4 action points, so you can use it 3 times or even more per round when having the right upgrades.
