Why there is no Fallout 1 and 2 combine mod exist?

There is one in development, but it's rather for converting FO1 to Fallout 2's engine.

...And, because of having to remake the world map to include the upper parts of New California. There happens to be a mod that adds FO1's locations called the Dominion mod, but it's in the MIB888 Megamod for the second game.
