Well, technically there is, but you'd have to specifically aim to reach it. It's really, really long.
I think so, yeah. I hear some people got there by grinding random encounters in the world map, but man...
It's not like in Fallout 1. You have all the time that the game can give you (the above mentioned 13 years) to get the G.E.C.K. to Arroyo. Regardless of how quickly you accomplish this goal, it plays out the same way. You're village gets ransacked by the Enclave and the survivors are kidnapped and brought to the Oil Rig, where you free them shortly before the Rig is blown to smithereens, and the Enclave with it. Mostly.
