Healing Powder works best for melee attack(ers), where PER (perception) is not much of a variable to determine a hit/miss.
(Very) (high) PER helps best to determine skill modifies for ranged attacks
"regular" chems have an addict status that wears off after an ingame week.
a Jet addiction never wears off, unless you use a special item (a cure) that's very scarce.
By the way, chem works like this:
Active phase: +X to stats (eg: STR 6->8)
recover phase: -X to stats (eg: STR 8->4)
several time after recover phase: you stats returns to normal (eg: STR 4->6)
