Permanently lost 1 luck point?

Hello guys.
So, I was doing a very specific Big Guns build. My stats at the beginning of the game were like this:
SPECIAL (40 points +7 from Gifted):
Strength 7
Perception 8
Endurance 4
Charisma 4
Intelligence 8
Agility 10
Luck 6

I got 2 ranks of the "Bonus Ranged Damage" perk, which requires you to have 6 luck.
Also got 2 ranks in "Action Boy" and the "Bonus Rate of Fire" perk later.
However, now that I'm level 18, I was going to take "Better Criticals" (which also requires 6 luck), however, I realized my character suddenly only have 5 luck points and I can't take that perk anymore.
I don't know at which point in the game this happened, but does anyone know if you can lose a luck point permanently or is this a bug?

This isn't related to chems btw, because I rested for 30+ days and my stats are still the same (total of 46 points, instead of the usual 47 with gifted).

Maybe the Hubologists luck stat decrease then

I was about to suggest the same thing; OP did you visit the Hubologists in the NCR or San Francisco?

I don't think it is the "surviving dog" special encounter, because it says on the wiki you get the "Jinxed trait", which I don't have.

I visited everything I could at the NCR, so I probably visited the Hubologists in the NCR as well. Crap, did they do something that make me lose 1 luck point? Is there a way to get it back?

Possibly, if you spoke to an NPC called the Enlightened One in downtown NCR, if you choose to receive a zeta-scan from them then you'll either lose 1 luck, gain 1 luck or gain 2 luck permanently. As for increasing it, I think your only option would be to spend a perk on gain luck, or reload an older save before you visited the Hubologists.

Or if you feel like cheating a bit just get a editor and edit your stat back.
