I think the miniguns use the same burst rules as smgs and those can be interpreted as basically AoE attacks.

no, I mean there's an option to have full character control over companions in combat, 100% same as you control your main character. The option should be there if you have "Restoration Project updated" or RPU for short, installed.

Oh my, well I would recommend using "Restoration mod UPDATED" if you're not using that one, it should be fine either way. I'm not gunna lie, I'm not sure if you need tweaks installed or not. But it should be in ...\Fallout 2\mods\sfall-mods.ini.
Open the ini as a text document, find [CombatControl], and under it, there's going to be
"Mode="
There should be a description there but just in case, what you need to do is change it to
"Mode=2".

Full party control is what killed Tactics for me and generally is what makes me not as interested to play things like X-Com/Wasteland(although I did play WL2).

I like having to play around the NPC party members, even if sometimes I have to savescum cause Sulik just turned me into swiss cheese with a HK11.

Hey if you feel the game doesn't have enough silly ways to bend you over and that's your thing, then fair enough. But imagine playing baldurs gate 1-3 with companion AI, I like playing around companions as well but AI is too much for me. I try to savescum as least as possible, and having full party control just buffs your overall power from 2/10 to a 7/10 and gives you more space for roleplay without having to lower difficulty. Companions in this game are already overall weak, and gimping yourself by avoiding giving powerful burst weapons and/or relying on dumb AI is just being a glutton for punishment at this point imho. So thankfully there are options for quality of life improvements.
