i just cant find this dude i looked all over is this a Bug?

He looks like an ordinary junkie, of which there are plenty hanging around (a hunched NPC in a yellow suit). If you hover your cursor over it, instead of "addicted" you should see the message "city resident". He often hangs out at Rebecca's bar.

May be you killed him? accidentally....
May be you killed other people close to him, and he ran out of beyond textures...
May be he just went himself beyond textures...
I always found him close to "Flick's store" down the Rebbeca's bar.

He usually sits at Flicks joint, unless he wanders out. Typically if you try to murder flick he will join in combat against you.
