I don't see anything too extra in there to be considered new content, most of it is just QoL stuff. Alternatively you can install individual mods (like Unofficial Patch) from the list provided.
Restoration Project doesnt put back content, it just restores cut ideas that never were implemented in the base game but has some traces like dialogues from some NPCs.... With varying level of professionalism. It clashes with the writing, and you can really feel it when a place is from a mod or not.
What you're looking for is the UPU (Unofficial Patch Updated), which is exactly what you ask, all vanilla, nothing changed from the base game. Only bug fixes like a limited ammount of Jet Antidote, perks actually working as intented, quests fixes preventing to ending it, etc...

I already installed another vanilla fix pack but I will check out what one that was another day, just heading to bed. Have a good one guys.
