hm no. i realized a bit after posting this i still had some radiation on me , altho it didnt show the "radiated" sign. could that have affected my perception and therfore vats accuracy ?!

More likely it affected your strength, the rifle needs 6 STR to use properly, the pistol needs 4.

Not some, only the scoped hunting rifle.

Yeah, contrary to common beliefs, sniper rifle will not gain any penalty for aiming a target that's too close.
