My car ran out of fuel...
Where can I quickly get some more fuel? I've been searching for cells and none of the merchants I encountered sell them. I don't want to go to San Francisco for them by the way. That journey would be way too dangerous for my current party.

Vault City has 50 MFC (50% recharge) in the ventilation shaft on the second floor, use your repair skill on it.
Go back to Klameth and go get the Fuel Cell Regulator and have Smitty install it for double mileage. (This is essentially a full tank of fuel.)

He's talking about getting the upgrades at the NCR station-- if you're running a female character you can get the car back with an upgrade for screwing the chop shop guy twice, and you'll have to pay for upgrades as a male (or act like you're part of a criminal gang and get it for free, along with cells every two weeks, however you need the know-how for gangs to do so.

Keep in mind, you need to get the car in working order for that to happen, so do what I said first, then go ahead and head to NCR.
