if you talk to Festus and retrieve the holodisk (obviously after fixing the plant), then avoid McClure and just enter the vault. You can do this by entering combat mode directly before the tile where the guards initiate dialog and simply walking through via combat mode. Then head to the third floor and Vault 8's (Vault City's) central computer should allow for the option - at least it did for me. I think this works because Festus mentions 'sneaking through to the computer' which I suppose you would be doing effectively. To add: the NPCs in the vault should act as if you are a citizen so there is no issue with any turning hostile.
I hope this can help with anyone facing the issue in the future.
If you have killaps patch or restoration mod, this is fixed so you can't use combat mode to get past the door
That's how you repair the plant with Hy-Mag or blow it up, not optimizing it.
The robot is pretty easy. Just examine the machines and look at the names (all names of planets in our solar system) and then punch them in that order in the machine .
But yes the post was about optimising the plant which you simply activate the computer and you got an option to use the holodisk.
I actually have that memorized in a phrase, "amdecasettest" coming from, Amplify, Deharmonize, Calibrate, Set, Test, instead planets names and last commands will only appear when you have set first 5, I figured the robot routine back in the day this game was still new the hard way by constantly testing what was right route and now it's always there when it come to Gecko power plant.
one is the anylise, this must be given to some one in Vault city concile building, by doing this, that guy will give you citizen ship.
And the other one is ameliorate program, you will download it from the 3rd floor of Vault 8, and give it to the Power plant engineer, or if you can't convice him to upload the program to the computer, you need to use that by yourself, just use the disc on the computer and everything will be settled.
Searching around the internet didn't yield an answer, mostly because there seems to be some confusion on the issue. The economic data comes from Gordon, in the Gecko Junkyard, not Festus in the east most corner of the plant.
However, once you've completed the initial repair of the plant by installing they Hydroelectric Magnetosphere Regulator, then you will want to go talk to Festus, as he will inform you that the plant needs to be Optimized and the procedure for doing it is held at Vault City Central Computer.
It seems to be a bug that you can inform McClure that the plant needs to be optimized without having actually spoken with Festus.
So, completing the quest to it's fullest goes as:
Obtain a Vault City Day Pass
In Vault City security center, talk to Sergeant Stark about Gecko poisoning their ground water. Get the quest scout the 8 squares around Gecko.
Complete the scouting run and then enter Gecko.
In Gecko Downtown, talk to Herald about the Hydroelectric Magnetosphere Regulator.
Run up to the Gecko Scrap Yard and talk to Gordon about the excess power output of the Gecko power plant and he will give you the Gecko Holodisk with data about the strain on the Vault City power plant.
Run back to Vault City and turn in the scouting quest. Run up see Councilman McClure and talk to him about repairing the Gecko plant. Then head over to the Amenities Office to get the Hydroelectric Magnetosphere Regulator.
Return to Gecko and install the part. The plant is now repaired. Make your way to the far east corner of the plant and talk to Festus. He will inform you that the plant is running but needs to be optimized and give you the Reactor Holodisk.
Return to Councilman McClure and inform him about the successful repair. He will make you a Citizen. Then, confront him about the trade deal between Vault City and Gecko.
At this point, you can make your way to the Central Computer in the Vault and download the optimization data.
