Once by doing one of the original quests to transfer fuel to the Shuttle then you hack Dr. Jing's computer to send another batch of fuel to the Tanker.
Maybe if you're playing a patched version it fixes this exploit so now you can't fuel the tanker normally and would be forced to use the Vertibird to travel to Enclave HQ.
Take some psycho and buffout and talk to AHS-9 as a stupid character he will usually send the fuel to the Tanker for you once you kill the emperor (or atleast Ken Lee) for him
I've tried a few other methods, checking the fuel status from every Shi workstation including the Emperor terminal, but nothing changes. Best I was able to do was get vertibird plans from Badger, get fuel to Hubs from Jing, then ask Dave to transfer fuel from the shuttle to the tanker, but that seems to take away fuel from the hubologists, which defeats the entire point and I don't even know if that affects the ending slide.
One option would take the Tanker, another option would be steal a Vertibird from Navarro, and then the final way would be the Hubologist shuttle (don't know how that would work honestly).
Since the Vertibird and the shuttle method got cut that leaves only the Tanker unless your using a patch that fixes them. I'm using the restoration project and it does not seem like those were fixed (unless im using the wrong version).So now that cutscene is just another orphaned ending, just like the Living V13 Death Claw ending.
So it seems like now you have softlock prevention where if you send fuel to the Hubologists you can always send it back to the tanker and finish the game.
