Vault 8

Have seen a character build that says there is a strenght perk there but what vault is 8

Vault 8 is in Vault City. To get to th evault you have to become a Civilian of the vault.

or use the trigger combat glitch near the door. get a temporary pass to go to vault city and near the vault door press A to enter combat but dont attack the guards just go inside and will not trigger anyone hostile.

You won't get that strength point right away, what you find there is a memory chip that you can then use at certain computer to get stat increase, also you need at least 8 strength to force jammed doors open, 7 if using a crowbar, it's possible that walkthrough is using a buffout for those doors.
