"Get 3-step plasma transformer for Skeeter" Quest Trigger Bug?

Hi, I can't seem to get this quest to activate. I've given him a super repair tool kit and carry one of the weapons he can upgrade to initiate the dialogue but he doesn't ask me to get the 3-step plasma transformer from Jeremy in the reactor.

What else can I do to trigger this quest? I don't understand why it's not triggering if I have done the previous quest and carry one of the up-gradable weapons.

IIRC you don't need to talk to him about it and can just grab the form and get the part to take back to him
