Best perks for a melee run
What's better for a Fallout 2 melee build, dodger, or better criticals? I only have 6 luck.

Dodger is only useful in Tactics where one could stack multiple AC bonus to make them literally untouchable. I'd go for Better Critical.

Don't worry about having a (relatively) low luck. Slayer perk will grant you the ability to always score critical as long as you're attacking with melee or unarmed.

Thanks, yeah I came to the same conclusion and went with Better crits, just got to vault 13 and hit level 15 as well. I am a bit worried though, between finding the meme robes, a ripper, and some really good guns for vic and sulik combat has not been too difficult, but I'm not sure how well I'm going to do once I start running into heavy hitters like the enclave. Should I cut my losses and go into energy weapons, or is it still worthwhile to stick with melee until the end?

Meelee sometimes requires a optimal build. once you take slayer however a crit to the eyes almost always blinds a person. Blind people auto pass their turns so all you really have to do is punch somone walk behind a wall and then just repeat until you run out of threats.
I don't remember if i bothered actually fighting the final boss melee style so he will be a challenge if you want to go boxing against him.

Top priorities for a Melee/Unarmed build is AP based perks so get :
- Bonus Move
- Action Boy
- HtH Bonus Attack

Then if you can or have the level take Slayer and Living Anatomy

Get Vic a Pancor Jackhammer Shotgun or a Sniper Rifle until he gets a Gauss Rifle.
Get Sulik either a .233 Pistol or even better a P90c H&K (put his follower options in charge and always burst he will be deadly and dont worry he will never shoot you since he will be charging the enemy and unloading his clip at point blank range it can even kill Enclave dudes with this weapon, even with 10mm ammo).

You can still kill enclave dudes at level 15 without the most OP perks see that old build that I dont recommend still pretty good tho :

Undrugged and with no Power Armor :
