(Also, it's actually Advanced Power Armor, X-01 is something else).
Yeah this^^^ Fallout 2's directions after getting the GECK are a little unintuitive and I suspect it's because the ending for Fallout 2 was relatively rushed.
Also to add. You need fuel from either the Shi or the Hubologists along with the aforementioned FOB and navigation parts.
I don't think it's unintuitive at all. It's literally the same as the starter quest where you're told to go find V13 and the only info they give you is to go find Vic.
First you're sent to Navarro, the computer at Navarro tells you only way to reach main base is through the Oil tanker and that you need the key from the commanders office.
You snag the key and go to the tanker where you either do a quest for the captain who will tell you the only place to get oil is from the Shi. Or do the quest for the Shi to talk to the Emperor which will just happen to have a conversation line that says it can send oil to the tanker(i think you still need to have some science skill to actually send the oil though).
The only unintuitive part i see is the Navcom part. It's literally just sitting in V13 for no reason. You literally just pick it up because it looks important.
