NCR or Hubologist Neuroscan?
NCR increases Luck by 2. Hubologists increase Luck and Intelligence by 1. But you can only get one. Which do you go for and which is better? Is there any reason to go with the Hubologist scan if NCR's is available much sooner?

There is also a chance that it lower your Luck too.
NCR is better since Intelligence increase are marginal, you get that at the end of the game so the skill points increase isnt that worth it.

NCR always. Comes earlier, and it's two stat points either way. But you would rather start with higher intelligence to get more skill points. Luck isn't needed until you get Sniper Perk.

But wouldn't it be possible to go to the Hubologists and get the scan much earlier in the game? You could just get the scan, then hold off on joining the Hubologists if planning to be evil.

You could but then you'd have to dodge every encounter on the way. Unless of course you save scum it. Even then Skill points aren't really that important since you can just get more each level.

Especially since only your primary combat stats need to be boosted past 100 anyway and even then not much past 150 unless your really dedicated to the long range sniper or the HtH dodge build.

thats your choice, which faction do you like better? or if none, which bonus do you think is preferable and worth the risk to luck?

Pretty much. You can get it when you first go to NCR on a quest from Vault City. Which means your starting Luck should be 2 points lower than what you intend for the end. I.e. If you were planning 6 (for Better Criticals), start with 4. In case you reach level 9 before you get to NCR, just hold off on the perk. As long as you don't hit level 12, you can always select the perk at any time before.
