Frank Horrigan literally not taking any damage from Hand to Hand
Hello. I'm playing on an unarmed character, and I am up to the final boss now, unfortunately for some bizarre reason, literally none of my unarmed attacks, mega power fist or not, do no damage. It's extra bizarre since my Slayer perk is still getting crits in, but it crits for no damage.

I literally made my unarmed character just to get this chance to fist fight Frank Horrigan, and apparently I can't even do any damage on him unless I use a gun. It's extra annoying, since the disable turrets option with the Presdential Keycard on the computer doesn't even work. Is there something I may have messed up along the way with anything?

My Unarmed is 204%, my Strength is 10, I don't know what other options I have left aside from just making the turrets turn on him.

Sounds like this bug.
"In the SFall 3.2a version of Fallout 2 (shipped with the game if purchased from Steam), Frank Horrigan may be completely impervious to damage dealt by the Chosen One during the final battle, only receiving damage from the turrets and Granite's squad if they are made friendly. It is unknown if this is an avoidable glitch, or a permanent glitch with the game's version."

Oh god, well that sucks to see. It's weird since I tried using guns, and I can damage him, albeit for barely any damage, but that is a very annoying glitch to find out about. Thank you for that helpful info.

Frank Horrigan is so cool that he litterally rewrite the game code and makes himself invincible.
