Then you need an intelligence of at least 7 and 81% science skill or 9 intelligence and 76% science skill to ask Myron about a cure for Jet addiction.
Alternatively, you can visit Dr. Troy in Vault City and give him a sample of Jet. He's the doctor inside the vault. But you must be a citizen of Vault City to do so. You also apparently need 75% doctor skill to get the quest, but I could have sworn that I've gotten the quest before without 75% doctor skill. After 3 months, he'll have created a Jet antidote.
Those are the only ways. Jet addiction is permanent without an antidote.
