Some things simply don't have an explanation.
This was fixed in Fallout 2, and later got resurrected in Fallout Tactics but in worse shape. In Tactics, characters with Fast Shot cannot use an aimed attack while his AP cost for melee/unarmored attack stays the same.
It worked different in fallout 1, where it worked on ALL weapons. -1 aps to use, but no aimed attacks. It didn't work on bare hands, since they weren't considered "weapons", but it did work on unarmed weapons like knuckles, power fists, etc.
