I always assumed since the game takes place partly in Nevada, where our real world Area 51 is located, the aliens? were inspired from theories about Area 51 housing aliens.
You don't need to do these fetch quest to get the tanker. You can simply ally with the hubologist and get the tanker for yourself.
And about the combat, just git gud. Use your action points and your drugs. A psycho will grant you agility and damage resistance up to 95%. Enough to withstand any normal damages. Jet is overpowered, and the addiction isn't even an inconvienience if you live with it. You just have to take 2 more shots. And even then, there is a cure you can make with Vault City.
