Use sneak, and turn off Always Run option if you have ever turned it on before you doing so.

They dont have fire resistance
Just use flamethrower

You can also try crippling their legs. They will often flee if you cripple a limb and this will slow them down enough so you can finish them off.

The sheriff has a needler pistol, the most powerful gun pistol in the game thanks to bullet manipulation and weapon perk. Use the red needles (you can buy them at NCR) against them and you can roll on them and pretty much everything lol
The only drawback is that the ammo is rare

Edit : On the sheriff quest, one of your bounties has the .233 Pistol, one hell of a gun against them, the ammo is very common

aim for the eyes with .223 pistol, gauss rifle or pistol, G11, plasma rifle
or burst with g11/p90/light support weapon/bozar
