If it's charisma, and I think it is, you can overcome that by stocking up on a few mentats before you leave San Francisco for Navarro. A Oil Tanker merchant and the China town general merchant can carry mentats, and it isn't uncommon to find encounters with the non-hostile hubologists fighting other forces which leaves a bunch of dead bodies and loot laying around for you to pick up and sell, in random encounters just outside the city on the world map. Or you could gamble up a storm at Redding on your way down to San Francisco in the first place.
You need good gear at this point you should have a Power Armor or Hardened Power Armor, some EMP grenades dfor the turrets at the surface, and top tier guns like a Gauss Pistol or the Needler Pistol with the Red Needles. My usual tactic is to rush in the cabin, grab the Power Armor and kill everyone there, get the cyberdog and use it to bait the turret, then throw some nades at it. Get the plan Vertibird plans, and the Tanker Keys and get the hell out of there.
You can get Power Armor AND Vertibird plans on 1st level, just use pickpocket dynamite =D
Nah Vertibird plans are on the far north east building in the surface, the enclave armor is in the 1st sub level.
