Fallout Ressurection 1.5 and Fallout Nevada Mods, both for Fallout 2, basically closest you can get. Both have huge and good story and use obviously same engine, but are basically their own games, because they don't just add more locations or quests , but play their own campaigns.

The Age of Decadence,
you cannot have a super dooper character as in Fallout but quite similar fighting system but more challenging. Need to focus on one character type and can play it then more often. Nice one
