also, if you buy it on steam, you won`t need a CD.
OR you can just download daemontools, a copy of fallout 2, and play it..
easy
You can make an image of the CD and use a CD emulation software so you can put the disc away for safe keeping then, which usually will let you bypass the check for it (or make it so it will work properly). This is often the case with old means of copy protection, which no longer work on modern operating systems (but the game does run). You can also download patches for it but I would recommend against downloading executables from shady sites on the subject, as you CAN get your computer sick doing that.
Best bet is to pick it up on GOG or Steam and run it that way, it's only a few bucks, unless you have an old computer with XP or Windows 98/ME on it to run it from.
Fallout 1 and 2 will run on an original pentium 120 just fine (the overworld might be a tad choppy near the bottom end of those specs), but it'll run, it doesn't need much RAM either.
ANY Pentium II or III processor will run this game like a boss. So if someone has a really old tower laying around that still works, go pick it up and run the game (and a lot of your old games), just be way Windows 98 had issues over 400mhz CPU's or so, with random timing-related crashes, so do find a later copy of 98 to run on it.
I would pick it up on Steam or GOG versus going through all that hub-bub, it's only a few bucks, most people have that laying about in their car cup holders - or within the confines of the couch cushions.
Would recommend playing Fallout 1 (runs fantastic in DOSBOX) before Fallout 2, for what it's worth.
