You have to be super nice to the first citizen in all speech options to get on her good side and get the perk.
Actually she wanted all the ghouls killed so that the plant would shut down. If you destroy the power plant by melting down the reactor, then there's even more radiation in the groundwater, and she'll be REALLY pissed.
But yeah, try talking to McClure, like this person said.
She did mean kill the ghouls not destroy the reactor.
It's not really a perk but you can get Captain of the Guard if you do all the Vault City quests .
And you have get the speech tree with the First Citizen exactly right to get it.
When you get this perk you can bring Marcus in....take him to see the vault doctor. Pretty funny.
I completely forgot about that! 😅 Funny indeed. I almost never do the Captain of the Guard thing, mostly because I can't stand that ♥♥♥♥♥ Lynette.
I do it because then you're boss of Stark and you can tell him why you're the captain now, also making him amend Cassidy.
Yeah it's got great perks for sure, but between the high Charisma requirement and having to suck up to Lynette (which is out-of-character for most of my Chosen Ones) it just doesn't seem worth it most of the time
