There are also a lot of forums out there where you could find more detailed troubleshooting if you still don't manage.
EDIT: With the older version, I can't even close the game, because it doesn't show up! Steam can't do anything about closing it and fallout is stuck 'playing' in my library. I even restarted steam to stop the game from 'running', but it still says that it is running.
Another EDIT: I finally managed to quit fallout 2, but I had to restart my computer.

Which version are you playing ?
Do you launch it with with administrator right (it's an opt-in option in any shortcut you make) ?
Did you try the restoration project mod ?

By the way, Fo1 and Fo2 runs best on windows 95 ;-p
A problem for me too :
The game crashes during the intro : it return to my desktop (and continue running somewhere and i need to use Task managers to end it).
I tried compatibility mode but this solutions never worked for any of my problem my entire life !
After encoutering problem installing Baldur's Gate i am a little bit sad and angry i can"r play thiese old games i bought ;)
If you think about something or have same issues, please tell me
My best guess would be it's a 32 bit game trying to run on a 64 bit OS, unless some work is done on the files, its going to have problems on some setups. Steam does'nt seem to bother, although some other vendors do, ie GOG
