Resting
Sometimes it wont allow me to rest. Killed all the bad guys, cant rest, theres tents or house with beds in em, cant rest.
Then other times theres just wilderness no beds at all and i can rest ...
Whats the rule for being able to rest if there even is one, because it seems annoyingly random to me.

There are some places that you cannot rest in this game.
Simply go to the other place by walking into green grid.

You just open your pipboy and set your alarm and rest anywhere, unless like said above it's a non resting area. Beds are only set dressing for when you rent a room to sleep. You can sleep in the middle of nowhere on the map when you stop and click on the triangle where you stop and enter.
