Where are the stat up implants?

I've searched all over the internet to find out where I go to get the implants that increase my SPECIAL stats, but the only information that turns up is stuff about the combat implants. Can anyone point me in the right direction?

In Fallout 2 SPECIAL is increased not with implants, but through surgery in BoS bunker in San Francisco. You can either get inside aggresively, or by completing quest "Get the Vertibird plans for BoS", also you will need special modules for each surgery - those are found in different locations throughout the game.

That's where you install the implants, as for where to get the implants this is from memory:

Navarro
Vault 13
Military base east of San Fran

I *think* thats all 3, you might check Vault 15 and the military base that Wright sends you to.

In addition to Navarro, Vault 13, and Mariposa base.. Also, the strength one is in a room in Vault 8 in Vault City that is oddly enough, only accessible with high strength to force open the door, like 8 Str I think or higher. You can boost it with good old Buffout of course.
